​Louisiana Governor John Bel Edwards Signs 10 Bills, Vetoes 1 from 2021 Legislative Session

On June 24, 2021, Louisiana Governor John Bel Edwards announced that he signed 10 bills into law from the 2021 Legislative Session. Edwards also vetoed one bill the same day.

Louisiana bills signed into law on June 24, 2021

ACT 449—HB 7 Provides for a sales and use tax exemption for feminine hygiene products and diapers.

ACT 450—HB 172 Provides for Medicaid coverage of dental care for certain adults with developmental and intellectual disabilities.

ACT 451—HB 430 Provides relative to the officer’s bill of rights.

ACT 452—HB 446 Creates and provides for the office of the state Americans with Disabilities Act coordinator within the division of administration.

ACT 453—HB 678 Provides for the Louisiana work opportunity tax credit.

ACT 454—HB 680 Establishes the Louisiana Youth Jobs Tax Credit Program.

ACT 455—HB 705 Provides relative to the misclassification of employees and a criteria for the classification of employees.

ACT 456—SB 86 Requires the governing authority of each public school to develop and adopt policies for the installation and operation of video cameras in certain classrooms.

ACT 457—SB 148 Establishes the M.J. Foster Promise Program.

ACT 458—SB 214 Provides relative to individual graduation plans and high school curriculum options.

 

Louisiana bill vetoed on June 24, 2021

Senate Bill 118 Provides relative to the concealed carrying of firearms.

Louisiana Governor John Bel Edwards issued the following statement on Senate Bill 118, which he vetoed on Thursday evening.

Louisiana Governor Edwards said:

“I am a strong supporter of the Second Amendment, and an enthusiastic outdoorsman and hunter. But I simply cannot support carrying a concealed carry firearm without proper education and safety training – and I believe the majority of Louisianans agree with me. Our current system strikes the right balance of ensuring that people can bear arms while also keeping reasonable permitting and training processes in place. It is a matter of basic public safety and numerous law enforcement leaders across the state opposed the bill for this reason, especially as it relates to the enhanced risk posed to their officers. Simply put, it is not too much to ask that a person who wishes to carry a concealed weapon in public be required to attend basic marksmanship and safety training so they understand the regulations associated with such an action. That’s reasonable and responsible, and for these reasons, I have vetoed the permitless carry bill.”
