Lake Charles Drive-By Update: Multiple Arrests Made, and Ongoing Drug Probe in Connection with the Case

Lake Charles, Louisiana – On the evening of Saturday, March 2, at 7:45 p.m., deputies from the Calcasieu Parish Sheriff’s Office were called to a home on W. Tank Farm Road in Lake Charles, Louisiana following reports of a shooting incident. Upon investigation, it was determined that a drive-by shooting had taken place in the vicinity of W. Tank Farm Road and Sailfish Drive. Numerous shots were fired, one of which went through a house and struck a woman inside, identified as Annette D. Touvell, 65 years old. Sadly, she was pronounced dead later on.

After further investigation, detectives were able to identify a suspect vehicle and found out that there were several people inside the car when the shooting happened. On March 4, CPSO detectives got a report about a 17-year-old teenager who had taken a family member’s car without permission and did not bring it back. It was later found out that the stolen car was the same one used during the shooting. It was also discovered that the teenager’s mother, Chelsea R. Hyatt, 36, from Sulphur, had been informed that her daughter was involved in the shooting but did not report it to law enforcement.

Investigators successfully identified the four individuals in the car, including two 17-year-old minors, Jordan L. Jones, 18, from Lake Charles, and Tyler D. Lewis, 25, from Bridge City, Texas.

Yesterday, Hyatt, along with two 17-year-old juveniles and Jones, were taken into custody. Hyatt and Jones were both brought to the Calcasieu Correctional Center, while the two juveniles were taken to the Juvenile Detention Center. A warrant for Lewis’ arrest was also issued by detectives.

Below is a list of individuals who have been arrested and charged in relation to this particular case.

  • A 17-year-old minor has been accused of using a vehicle without permission.
  • A 17-year-old minor has been accused of being an accessory after the fact in a second-degree murder case.
  • Chelsea R. Hyatt, aged 36 from Sulphur, has been accused of obstructing justice and has been set a bond of $100,000.
  • Jordan L. Jones, an 18-year-old from Lake Charles, has been accused of second-degree murder and is being held on a $2 million bond.

Tyler D. Lewis, a 25-year-old resident of Bridge City, Texas, is currently being sought in connection with a case involving charges of being an accomplice to second-degree murder, with a bond set at $1 million.

This inquiry has led to another investigation involving narcotics, in which suspected THC vape oil, various drug-related items, and a bag of unidentifiable powdered substance were seized from a residence on Babineaux Road in Sulphur.

The individuals mentioned have been taken into custody as part of the drug inquiry.

  • 18-year-old Briley A. Lewis from DeQuincy was accused of having drug paraphernalia, possessing CDS II with the intent to distribute, and possessing CDS IV.
  • 19-year-old Payton B. Mott from Sulphur has been charged with possession of drug paraphernalia and possession of CDS II.
  • Andrew B. Norwood, a 21-year-old from Sulphur, faces charges for possessing drug paraphernalia, possessing CDS II with intent to distribute, possessing CDS IV, and committing traffic violations.

The investigation is ongoing and additional arrests and charges may be made. Detectives are urging anyone with information on Lewis’s whereabouts to contact CPSO at (337) 491-3605. An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. All persons are presumed innocent until proven guilty.
