Vinton, Louisiana Jockey Arrested for Alleged Cheating with Illegal Device at Delta Downs Racetrack

Vinton, Louisiana — Detectives with the Louisiana State Police Gaming Enforcement Division arrested Ricardo Hernandez-Perez, 41, of Vinton, Louisiana on May 31, 2025, following allegations of cheating at the Delta Downs Racetrack and Casino. The arrest is part of an ongoing investigation into the use of illegal devices by horse jockeys.

According to authorities, the incident occurred after the conclusion of races at Delta Downs, a racetrack and casino located in Vinton, in Southwest Louisiana. State Police detectives conducted post-race inspections as part of routine enforcement aimed at preventing cheating and ensuring fair competition. During these checks, Hernandez-Perez allegedly attempted to flee from detectives. While doing so, investigators say he removed a battery-operated shocking device from his clothing and discarded it into a nearby horse stall.

The device in question is prohibited under Louisiana law. Specifically, Louisiana Revised Statute 4:175D makes it illegal for any individual to possess or use devices—such as electric batteries—that can unnaturally stimulate, depress, or excite a racehorse before or during a race. This statute also bans such devices from racetrack stables, sheds, or any other buildings on racetrack grounds where eligible horses are kept. The law is designed to protect both the welfare of the animals and the integrity of the sport by preventing any form of unfair advantage.

Following his arrest, Hernandez-Perez was booked into the Calcasieu Correctional Center. The investigation continues, and authorities have not ruled out further arrests or charges as they review additional race day activities and interview other jockeys and personnel.

Delta Downs Racetrack and Casino, operated by Boyd Gaming, is one of the region’s most prominent horse racing venues, drawing participants and spectators from across Calcasieu Parish and beyond.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. All persons are presumed innocent until proven guilty.
