Sulphur, Louisiana – Sulphur Parks and Recreation (SPAR) has received a $4.4 million Community Development Block Grant – Disaster Recovery (CDBG-DR) to fund a major revitalization of Frasch Park, a key recreation site in Sulphur, Louisiana. The award, granted by the Louisiana Office of Community Development and facilitated through the Calcasieu Parish Police Jury, comes alongside SPAR’s own $1.7 million contribution to the project, bringing the total investment to more than $6 million.
Frasch Park, located at 400 Picard Road, spans 90 acres and features mature live oak trees, playgrounds, tennis courts, sand volleyball courts, baseball fields, and an 18-hole golf course. The park is central to community recreation and serves as a vital staging area during disaster response efforts.
The planned enhancements are designed to increase both resilience and recreational value for families and residents. Highlights of the project include the relocation of utilities to avoid storm disruptions, upgraded stormwater drainage to reduce flooding, enhanced lighting for safety, and the construction of an inclusive play area and splash pad. Additional improvements will add outdoor pavilions, expanded seating, enlarged parking areas, and new restroom facilities.
SPAR Interim Director Natalie Bowers said the upgrades will make Frasch Park a safer, more accessible, and more inclusive environment for all ages, while reinforcing its role in community disaster recovery.
Work on the revitalization project follows years of planning and partnership between SPAR and the Calcasieu Parish Police Jury. Frasch Park’s blend of traditional greenspace and new amenities aims to preserve the park’s distinctive character—particularly its iconic live oaks—while incorporating modern touches.
Local leaders emphasize that the investment will enhance the quality of life for Sulphur residents, drawing families, sports teams, and visitors to events throughout the year. The redesign is also mindful of the area’s storm risks, with infrastructure upgrades aimed at helping the park recover quickly from hurricanes and other extreme weather.
Frasch Park’s renovation is expected to strengthen Sulphur’s recreational offerings and reinforce its reputation as a resilient community hub in Calcasieu Parish.
