Starks Man Arrested for Theft and Criminal Property Damage

Lake Charles, LA – The Calcasieu Parish Sheriff’s Office reported that on October 5, 2021, at approximately 1:00 p.m. CPSO deputies were dispatched to a fire at a residence located at 121 Roberts Road in Starks, LA.
During the investigation, it was reported that a large amount of wire and protective covering had been burnt. It was learned during the investigation that the wire belonged to a telecommunications company and had been stolen off of utility poles. This was discovered due to the type of covering on the wire.

While speaking with CPSO detectives, the homeowner, Scott A. Stains, 40, reportedly stated that he stole approximately 1,500 feet of wire. He was arrested and booked into the Calcasieu Correctional Center and charged with theft of $5,000 to $25,000; and criminal property damage. Judge Tony Fazzio set his bond at $45,000.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. A person is innocent until proven guilty beyond a reasonable doubt.
