Parents of Infant Murdered in 1992 Cold Case Identified and Arrested in Louisiana with Help of Advancements in DNA Technology

Jefferson Parish, Louisiana – The parents of an infant murdered in a 1992 cold case have been identified and arrested in Louisiana with the help of advancements in DNA technology.

Louisiana State Police (LSP) reported on March 9, 2023, that on January 6, 2022, the LSP Bureau of Investigations – New Orleans Field Office received a request for assistance from the Mississippi Bureau of Investigations regarding a cold case homicide investigation. On April 17, 1992, a female infant’s body was discovered inside a waste bag in Picayune, Mississippi. The cause of death was ruled to be perinatal asphyxia due to smothering by the Mississippi State Medical Examiner, and the case was classed as a homicide.

The Picayune Police Department launched a homicide investigation and gathered evidence, some of which was tied to Gretna, Louisiana, relationships. The Picayune Police Department kept all evidence.

The Picayune Police Department and Detectives from the Mississippi Bureau of Investigations restarted the investigation in August 2021. DNA profiles and fingerprints were created from the preserved evidence using modern technologies. Detectives were able to identify the infant’s parents as Andrew Carriere, 50, and Inga Johansen Carriere, 50, who were both living in Louisiana at the time of the death.

As a consequence of the investigation, LSP Detectives acquired an arrest warrant for both Inga Johansen Carriere and Andrew Carriere for First Degree Murder from the 24th Judicial District Court. Inga Johansen Carriere was arrested on February 28, 2023, at her home in Avondale, Louisiana. Andrew Carriere was arrested in Galliano, Louisiana on March 9, 2023, and booked into the Jefferson Parish Correctional Center.

The Louisiana State Police indicated that this breakthrough in the case is a testament to the advancements in forensic technology and the dedication of law enforcement agencies to bring justice to victims and their families.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. A person is presumed innocent until proven guilty.
