Louisiana Teen Dies in Single-Vehicle Crash on Highway 383 in Allen Parish

Kinder, Louisiana – A single-vehicle crash on Louisiana Highway 383 has claimed the life of an 18-year-old woman, according to Louisiana State Police.

Troopers from Louisiana State Police Troop D responded to the incident near Haymond Road in Allen Parish shortly after 2:00 p.m. on March 25, 2025. Their preliminary investigation revealed that Zoey Downing of Kinder, Louisiana was fatally injured when the vehicle she was traveling in left the roadway, struck a culvert, and overturned.

According to investigators, 19-year-old Anthony Culbertson of Crowley was driving a 2003 Chevrolet Silverado southbound on Highway 383 when, for reasons still under investigation, the pickup truck veered off the right side of the road. The resulting collision with the culvert caused the vehicle to overturn.

Downing, who was not wearing a seatbelt at the time, was partially ejected from the vehicle during the crash. She sustained fatal injuries and was pronounced dead at the scene by local authorities.

Culbertson, who was properly restrained with a seatbelt, suffered moderate injuries in the crash. He was transported to an area hospital for treatment. As part of standard procedure in fatal crash investigations, troopers collected toxicology samples from Culbertson, which have been submitted for analysis.

State Police indicated that the investigation into the cause of the crash remains ongoing. Authorities have not yet determined why the vehicle left the roadway.

In their statement, Louisiana State Police reminded motorists about the importance of making good decisions while operating motor vehicles, specifically advising drivers never to drive while impaired, fatigued, or distracted.
