East Carroll Parish, Louisiana – In a collaborative effort between law enforcement agencies, the Louisiana State Police (LSP) Special Victim’s Unit (SVU) has arrested a 31-year-old deputy from the East Carroll Parish Sheriff’s Office (ECPSO) for alleged indecent behavior with a juvenile.
The investigation began in April 2024, when the ECPSO requested the LSP SVU’s assistance in investigating a complaint against one of their deputies. During the course of the investigation, it was discovered that Deputy Andrew Tibbs had made sexual comments to a juvenile via electronic messaging.
Following the collection and analysis of evidence, the LSP SVU secured an arrest warrant from the 6th Judicial District Court for one count of indecent behavior with juveniles. Tibbs was arrested and booked into the East Carroll Parish Detention Center without incident.
At the time of his arrest, Tibbs was on administrative leave from the ECPSO. The investigation is ongoing, and additional charges are possible. The LSP SVU is urging the public to report any criminal or suspicious activity, which can be done anonymously through their online reporting system.
