Louisiana Moves Back to a Revised Phase 2 for COVID-19

Published November 24, 2020

At a press conference on Tuesday, November 24, 2020, Louisiana Governor John Bel Edwards indicated that the state will be moving back to a revised phase 2 for COVID-19. The decision was made in response to an increase in confirmed cases, hospitalizations, as well as percent positive of tests for COVID-19.

This change came after the White House’s coronavirus advisers urged Louisiana to step up its restrictions to combat the spread of COVID-19 on November 19, 2020. The changes also follow the guidelines for phase two put in place by the Whitehouse.

The revised COVID-19 phase 2 guidelines in Louisiana include, but are not limited to:
  • Restaurants, gyms, casinos, and other non-essential retail businesses will be again reduced to 50% capacity.
  • Churches and places of worship will remain at 75% capacity limit.
  • Bars that have a restaurant permit can be open to indoor on-premise consumption at 25% capacity.
Tables must be spaced out with no bar service, and no standing at the bar. Bars must close at 11 p.m., with no one under age 21 allowed on-premises.
  • Bars can be open for outdoor on-premise consumption with no more than 25% capacity in parishes that have over 5% positivity over a two-week rolling period.
No more than 50 people who are seated at spaced out tables, with no bar service, and with bars closing at 11 p.m., with no one under age 21 allowed on-premises.
  • All bars can continue to serve to-go orders.
  • Spectator capacity at sporting events will be limited to 25%.
  • Other indoor events are limited to 25% capacity, with no more than 75 people.
  • Other outdoor events are limited to 50% capacity with no more than 150 people.
  • In all cases, the mask mandate remains in effect, and there must also be at least a six-foot separation between groups.

This order will expire and be reevaluated on December 23, 2020.
