Louisiana Man Arrested on Drug and Firearms Charges After Body of Overdose Victim Found During Investigation

Louisiana – According to the East Baton Rouge Sheriff’s Office, East Baton Rouge Sheriff’s Office Narcotics received information from another agency investigating an overdose death that may have occurred on July 22, 2021. The Baton Rouge Police Department discovered the victim’s decomposed remains on the property where he was last seen acquiring and taking drugs during the investigation. The pills were allegedly acquired by the victim from Hakeem Allen.

According to a friend of the victim, he and the victim obtained heroin/fentanyl from Hakeem Allen near the site where the body was discovered on Ford Street. The victim, according to the acquaintance, snorted the acquired heroin/fentanyl and walked off. That was the last time the friend saw the victim. The victim’s decaying body was discovered at the same location many weeks later.

East Baton Rouge Sheriff’s Office Narcotics Agents have been investigating Hakeem Allen’s narcotics distribution for the previous two months. Agents performed several recorded controlled purchases of fentanyl/heroin from Allen during the course of this investigation, as well as hundreds of hours of surveillance. As a result, Agents obtained three search warrants for locations used by Allen and his co-conspirators for narcotics distribution.

All three search warrants were performed on October 4, 2022, by East Baton Rouge Sheriff’s Office Narcotics, East Baton Rouge Sheriff’s Office SCAT, K-9, Intel, and Central PD. During the search warrant execution at an address in the 5000 Block of Paige St., Allen attempted to flee after throwing a Glock handgun with extended magazine, 1.75 ounces of fentanyl, and 1/4 pounds of marijuana. He was soon caught by the East Baton Rouge Sheriff’s Office SCAT and K-9.

This investigation resulted in the following seizures and arrests:

Hakeem Allen, 27, was arrested for alleged:

  • Distribution of Fentanyl (3 counts/affidavit warrant)
  • Distribution  of Heroin (3 counts/affidavit warrant)
  • Possession of a Firearm with CDS (affidavit warrant)
  • Possession with Intent to Distribute Fentanyl
  • Possession with Intent to Distribute Heroin
  • Possession with Intent to Distribute Methamphetamine
  • Possession with Intent to Distribute Crack Cocaine
  • Possession with Intent to Distribute Powder Cocaine
  • Possession with Intent to Distribute Marijuana
  • Possession with Intent to Distribute Oxycodone
  • Possession of a Firearm with Drugs
  • Possession of Drug Paraphernalia
  • Resisting by flight

Seized Narcotics and Currency (totals are approximate)

  • ½ pound of Fentanyl (approx. street value $18,000)/(approx. 448 lethal doses)
  • 20 grams of Methamphetamine
  • 9 grams of crack cocaine
  • 20 grams of powder cocaine
  • 42 dosage units of Hydrocodone
  • 18 THC vape cartridges
  • 8 ounces of Marijuana
  • 1 pint of Promethazine syrup
  • 5 pounds of Mannitol (used to cut fentanyl and heroin)
  • 100 dosages of Suboxone
  • (2) Fentanyl/heroin presses
  • Numerous digital scales with drug residue
  • $71,563 (pending seizure)

  • Glock handgun with SBR style brace (9mm)
  • Glock handgun (9mm)
  • Phoenix handgun (25 caliber)
  • Ar-15 style rifle (5.56 caliber)
  • AK-47 style rifle (7.62 caliber)
  • AK-47 style semi-automatic shotgun (12 gauge)
  • Bolt action shotgun (20 gauge)
  • 400 rounds of 5.56 ammo/200 rounds of .40 caliber ammo

 

Assisting Divisions Include East Baton Rouge Sheriff’s Office SCAT, East Baton Rouge Sheriff’s Office K9, East Baton Rouge Sheriff’s Office Intel, East Baton Rouge Sheriff’s Office Uniform Patrol (Lt. Steve Williams), and Central Police Department.

“I’m proud of the hard work by our Narcotics division and all those that assisted in this investigation that resulted in removing deadly drugs, criminals, and weapons off our community streets,” EBR Sheriff Sid Gautreaux said.

Authorities reported that a large portion of this case was made possible by the Fentanyl overtime funding provided by the State via Senator Bodi White.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. A person is innocent until proven guilty beyond a reasonable doubt.
