Baton Rouge, Louisiana – A Baton Rouge man is facing serious charges following a joint investigation into child sexual exploitation led by the Louisiana State Police Special Victims Unit (LSP SVU) and the Federal Bureau of Investigation (FBI) Baton Rouge Field Office. Authorities arrested 32-year-old Carlos Montano after evidence linked him to the possession and distribution of child sexual abuse material (CSAM) involving a 15-year-old child.
The case began in June 2025, when the LSP SVU received a referral from the FBI involving the alleged sexual exploitation of a minor. Investigators identified Montano as a suspect, alleging he had purchased CSAM. CSAM, sometimes referred to as child pornography in legal terms, is illegal material depicting the sexual exploitation or abuse of children. Investigators use the term to emphasize the criminal and exploitative nature of such content.
Montano was arrested and booked into the East Baton Rouge Parish Prison. He faces twenty-three counts of possession of pornography involving juveniles and one count of trafficking of children for sexual purposes. Law enforcement notes that additional charges may be added as the investigation continues.
The Louisiana State Police Special Victims Unit works with local, state, and federal partners to combat crimes of child exploitation and human trafficking, and it relies on both investigative techniques and public reports to identify and apprehend suspects.
