Louisiana Man Arrested for Obscenity After Allegedly Honking His Horn and Exposing Himself While Driving

Westlake, Louisiana – The Calcasieu Parish Sheriff’s Office reported on October 3, 2022, that on September 21, CPSO investigators received a complaint of obscenity on Sampson Street in Westlake, Louisiana.

During the initial investigation, the victim informed investigators that an unknown man driving next to her honked at her and then exposed himself. Detectives were able to identify the suspect as Issac W. Mullins, 21, of Westlake, Louisiana, after further investigation. He was caught on September 30 and booked into the Calcasieu Correctional Center, charged with obscenity. Later that day, he was released on a $15,000 bond issued by Judge Clayton Davis.

Detective Kara Adams of the Calcasieu Parish Sheriff’s Office is the case’s principal investigator.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. A person is innocent until proven guilty beyond a reasonable doubt.
