Louisiana Felon Arrested in Connection with Stolen Firearm Located During Domestic Disturbance Call

Bienville Parish, Louisiana – A Louisiana felon has been arrested in connection with a stolen firearm located during a domestic disturbance call.

According to Sheriff Stuart Wright of the Natchitoches Parish Sheriff’s Office (NPSO), on April 13, 2023, a domestic dispute on Wednesday in Natchez, Louisiana resulted in the arrest of a convicted felon and the recovery of a firearm reported stolen in Bienville Parish.

Deputies assigned to the NPSO Patrol Operations Bureau responded to reports of a domestic disturbance at an apartment complex in the 100 block of La. Hwy 119 in Natchez, Louisiana, at approximately 9:35 a.m. on Wednesday, April 12, 2023.

Deputies said that when investigating the alleged domestic disturbance, they discovered that a male named Malando C. Kemp stepped out of the apartment, went to the back of the complex, and returned just before they arrived.

According to accounts, deputies also discovered Kemp had a firearm concealed in his backpack. Responding deputies interviewed the victim while other deputies searched the area behind the apartment complex for evidence.

A Glock 9mm semi-automatic handgun was reportedly recovered by deputies stashed between two central air units. An NCIC weapons check revealed the gun stolen in Bienville Parish.
Authorities made contact with Kemp and arrested him without incident. Kemp’s backpack was searched, and two 9mm magazines were also reportedly found.

Malando C. Kemp, 21, of Ringgold, Louisiana, was arrested and charged with Illegal Possession of a Stolen Firearm and Possession of a Firearm by a Person Convicted of a Felony. Kemp, a convicted felon, is not permitted to own a firearm.

According to deputies, the alleged victim of the domestic incident was not hurt.

Kemp is still being held in the Natchitoches Parish Detention Center awaiting bond.

Authorities indicated that Bienville Parish will continue the investigation into the stolen firearm recovery.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. A person is presumed innocent until proven guilty.
