Belle Chasse, Louisiana – A 25-year-old Gretna, Louisiana resident, Herby Louis-Jeune, died early Sunday morning after a two-vehicle crash involving an electric scooter and a Ford pickup on Louisiana Highway 23 near L Street, according to Louisiana State Police. The incident occurred around 12:30 a.m. on May 18, 2025, prompting renewed attention to safety regulations surrounding low-speed vehicles such as electric scooters.

Details of the Incident

Authorities report that Louis-Jeune was riding an electric scooter in the right southbound lane of LA 23 when he was struck by a 2015 Ford F-250, which was traveling in the same lane and direction. Preliminary findings do not indicate why the vehicles collided, and the crash remains under investigation by Louisiana State Police Troop B.

Louis-Jeune suffered severe injuries and was pronounced dead at the scene. The driver of the pickup truck, who was properly wearing a seat belt, was not injured. Troopers at the scene observed no signs of impairment in the Ford driver, who also provided a breath sample testing below the legal alcohol limit.

Investigators noted several factors that may have contributed to the severity of the crash. Louis-Jeune was not wearing a helmet, was dressed in dark clothing, and the scooter had no lights.

Roadway Safety: Shared Responsibility

The Louisiana State Police emphasize that both drivers of motor vehicles and operators of low-speed vehicles share responsibility for safety. Following traffic laws, wearing appropriate safety gear, and ensuring vehicles are equipped with required safety features like lights and reflectors can significantly reduce the chance of severe crashes.
