Louisiana DCFS Announces that Louisiana was Selected for SNAP Mobile Payment Pilot Program

Louisiana – The Louisiana DCFS has announced that Louisiana was selected for the SNAP mobile payment pilot program.

The Louisiana Department of Children and Family Services (LADCFS) announced on March 20, 2023, that the USDA Food and Nutrition Service has chosen Louisiana as one of five states to test mobile payment technology for EBT cardholders in the coming years, and the Department of Children and Family Services is now seeking retail partners to help implement the new option for SNAP recipients.

The SNAP Mobile Payment Pilot will allow SNAP and other EBT benefit recipients to use mobile payment methods, such as touching or scanning their personal mobile device, as an alternative to their physical EBT card. Also, when authorized and issued, SNAP and Disaster SNAP (D-SNAP) users will have immediate access to their benefits, eliminating any delay caused by waiting for a card in the mail.

DCFS will collaborate with the Louisiana Retailers Association to identify suitable project retail partners. While the State and EBT vendor Inmar will handle the majority of the design and system work, retailers must be involved throughout the process. Joining the trial early will provide retailers with insight into the pilot process as well as timeline updates. Moreover, retailers who assist in the design and implementation of retail systems may be able to reduce system changes.

“We are thrilled to be chosen to participate in the SNAP Mobile Payment Pilot,” said DCFS Secretary Terri Ricks. “Over the past few years, we’ve focused on ways of using technology to make SNAP applications and purchases easier for the families we serve, including through text messaging reminders, a mobile app for managing benefits, online SNAP purchasing and even a virtual D-SNAP process following disasters. The goal of the Mobile Payment Pilot is to build on these efforts by making purchases more convenient and reducing the time involved in receiving access to benefits.”
