Covington, Louisiana - A 33-year-old Covington, Louisiana, man died early Saturday morning after his bicycle was struck by a vehicle on Louisiana Highway 1081 in St. Tammany Parish, according to Louisiana State Police.
James W. Bowie of Covington, Louisiana, was pronounced dead at the scene following the crash that occurred just after midnight at approximately 12:10 a.m. on September 7, 2024, near Smith Road. Louisiana State Police Troop L investigators responded to the fatal incident involving the bicyclist and a 2019 Chevrolet Blazer.
The preliminary investigation shows Bowie was riding his bicycle in the northbound lane of Highway 1081 near the center dashed line when the northbound Chevrolet struck him. The specific cause of the crash remains under investigation by state troopers.
Police determined that Bowie was not wearing a helmet and was dressed in dark-colored clothing at the time of the crash. Investigators also found that his bicycle was not equipped with rear lights or reflectors, which are safety features that help increase visibility during nighttime hours.
As part of standard protocol in fatal crashes, troopers obtained a routine toxicology sample from Bowie for laboratory analysis. The results of these tests are pending.
The driver of the Chevrolet Blazer was properly restrained and sustained no injuries in the crash. During their investigation, troopers observed no signs of impairment from the driver and determined the motorist was not impaired. The driver voluntarily provided a breath sample that registered below the legal limit for blood alcohol content.
Louisiana State Police emphasized that state law classifies bicycles as vehicles, requiring cyclists to follow the same traffic regulations as motor vehicle operators. This legal classification means bicyclists must obey traffic signals, signs, and road rules just like cars and trucks.
Safety experts recommend that cyclists take extra precautions to remain visible to motorists, particularly during low-light conditions such as dawn, dusk, or nighttime hours. These precautions include using appropriate lighting systems, wearing bright or reflective clothing, and installing proper reflectors on bicycles.
Louisiana law requires cyclists to ride as close to the right-hand side of the roadway as safely possible. Exceptions to this rule include situations when cyclists are passing another vehicle, preparing to make a left turn, or when road conditions make riding on the right side unsafe.
The crash investigation by Louisiana State Police Troop L continues as investigators work to determine all contributing factors that led to this fatal incident. No additional details about the crash have been released pending the completion of the investigation.
This incident highlights ongoing safety concerns regarding bicycle and motor vehicle interactions on Louisiana roadways, particularly during nighttime hours when visibility is reduced.
