Louisiana / Washington, D.C. – Congressman Clay Higgins of Louisiana introduced H.R. 8733 on August 25, 2022, to help prioritize the US Army Corps of Engineers’ work following a major disaster declaration.
The bill would change the Water Resources Development Act of 2020 and the definition of a “economically disadvantaged community” to include regions that have been affected by a major declared disaster within the last five years.

Representative Higgins issued the following statement:
“The definition of an ‘economically disadvantaged community’ should absolutely include those areas recently hit by a major disaster. Our bill makes that inclusion and prioritizes funding for Army Corps projects within a disaster zone. Clearing and restoring our waterways is a necessity after a major storm. We saw that firsthand in Southwest Louisiana after Hurricanes Laura and Delta. Our legislation will streamline funding for water management projects and help our communities recover after a major disaster.”
