Lake Charles, Louisiana – Lake Charles police have arrested three suspects, including two teenagers, in connection with a November shooting that left a victim hospitalized with two gunshot wounds.
According to the Lake Charles Police Department, officers were notified of a shooting on Nov. 5, 2025, at approximately 5 p.m. near the 3900 block of 5th Avenue in Lake Charles.
Victim Located With Two Gunshot Wounds
Patrol officers arriving on scene found a victim suffering from two gunshot wounds. Officers John Richard and Zachary Meche began life-saving measures until Acadian Ambulance arrived.
The victim was transported by Acadian Ambulance to a local hospital. Police did not release the victim’s name or condition in the information provided.
Evidence Leads Detectives To Three Suspects
Lake Charles Police Department detectives and evidence officers processed the scene and collected evidence that investigators say helped identify three individuals believed to be responsible for the incident.
Evidence Officer Kristen Howell handled the evidence at the scene, while Detective Sgt. Timothy Duplechan was named as the lead investigator on the case.
Based on the investigation, warrants were obtained and three arrests were made over the following weeks.
17-Year-Old Charged With Attempted Second-Degree Murder
Police identified 17-year-old Philshad Kinchen of Lake Charles as a primary suspect.
- Kinchen was arrested on Dec. 2, 2025, in the 200 block of Vanessa Street in Lake Charles.
- Officers reported that the arrest occurred without incident.
- He was initially booked into the Lake Charles Police Department jail, then transferred to the Calcasieu Parish Correctional Center.
- Kinchen is charged with one count of attempted second-degree murder.
Bond for Kinchen was set at $450,000 by Judge Bobby Holmes, according to police.
In Louisiana, attempted second-degree murder generally involves an alleged intent to kill or inflict great bodily harm, but the victim survives. The final classification and penalties are determined in court.
20-Year-Old Charged As Accessory, Failure To Report Felony
Detectives also arrested 20-year-old Jarelle Woosley of Lake Charles in connection with the case.
- Woosley was arrested on Nov. 25, 2025, near his residence on Brick Street, following a traffic stop on a vehicle he was last seen entering.
- The arrest was made without incident, police said.
- He was booked into the LCPD jail and later transferred to the Calcasieu Parish Correctional Center.
Woosley faces two charges:
- One count of accessory after the fact to attempted second-degree murder.
- One count of failure to report the commission of certain felonies.
Judge Bobby Holmes set Woosley’s bond at $150,000.
An “accessory after the fact” charge typically means a person is accused of helping someone after a crime has been committed, such as by hiding them, assisting with escape, or concealing evidence. “Failure to report the commission of certain felonies” refers to an alleged failure to notify law enforcement about serious crimes, as required by law.
15-Year-Old Also Charged With Attempted Second-Degree Murder
A 15-year-old juvenile was identified as a third suspect.
- The juvenile was arrested on Dec. 2, 2025, near his residence on Brick Street in Lake Charles.
- Police say the arrest occurred without incident.
- The juvenile is charged with attempted second-degree murder.
The juvenile’s warrant was signed by Judge William Cutrera. Under state law and standard practice, the juvenile’s name was not released by law enforcement.

Lake Charles Police emphasized that the shooting investigation remains ongoing. Detectives may still be working to determine the events leading up to the shooting, the roles of each individual, and whether any additional suspects or witnesses are involved.
