Lake Charles, Louisiana – A 33-year-old Lake Charles man, Kenneth B. Leblanc, has been arrested and charged with indecent behavior with a juvenile and video voyeurism after allegedly secretly recording a young girl under the age of 12.
According to the Calcasieu Parish Sheriff’s Office, Special Victims Unit detectives received a complaint on August 11 regarding Leblanc’s possession of a video featuring the minor. Further investigation revealed that Leblanc had likely hidden his phone in the bathroom of the victim’s home, capturing footage of the girl nude while she was changing.
Leblanc was taken into custody and booked into the Calcasieu Correctional Center. Judge Tony Fazzio set his bond at $250,000. The case is being led by CPSO Detective Matthew Fast.
The charges against Leblanc are serious and carry significant consequences. Indecent behavior with a juvenile is a felony offense in Louisiana, punishable by prison. Video voyeurism, which involves the intentional and non-consensual recording of another person, is also a felony offense, punishable by up to 5 years in prison.
An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. All persons are presumed innocent until proven guilty.
