Innovative DNA Technology to be Implemented by Louisiana State Police Crime Lab

Baton Rouge, Louisiana - On August 5, 2022, the Louisiana State Police announced that their Crime Laboratory (LSPCL) was just approved by the Federal Bureau of Investigation (FBI) to execute Rapid DNA booking operations. The LSPCL will be able to rapidly analyze and compare DNA samples collected from a qualifying arrestee to evidence samples in the Combined DNA Index System (CODIS) as a result of this.

LSPCL officials have been working with the FBI and other states for more than three years to build a Rapid DNA program with the goal of integrating Rapid DNA into the booking environment. Rapid DNA is a fully automated procedure that generates a DNA profile from a buccal (cheek) swab without the need for human intervention. A lengthy policy study and specific approval known as an Authority to Operate (ATO) are required for the implementation of a Rapid DNA Booking Program. The LSPCL is the country's first agency to earn FBI ATO for Rapid DNA booking procedures.

DNA profiles acquired from qualified arrestees will be created by an FBI-authorized Rapid DNA device and searched in CODIS against DNA profiles developed from crime scene evidence at an approved booking station. While the arrestee is still in custody, positive CODIS search results will be automatically sent to both the investigating and booking agencies. This 90-minute approach is intended to prevent a wanted suspect from being accidentally released prior to the return of standard DNA findings.

The LSPCL has been collaborating closely with the FBI and Rapid DNA providers to ensure that the proper protocols are in place to protect the security and privacy of Rapid DNA data collected from the booking agency. In partnership with the East Baton Rouge Sheriff's Office, the first booking agency Rapid DNA device was recently installed and successfully tested at the East Baton Rouge Parish Prison. Following the success of the Rapid DNA integration at East Baton Rouge Parish Prison, the LSPCL plans to implement Rapid DNA at three other Louisiana booking agencies by the end of 2023.
