Calcasieu Parish Zoning Board Rejects Solar Farm Proposal in Ward One

Lake Charles, Louisiana – A motion to allow a solar farm in Calcasieu Parish’s Ward One has been rejected by the Planning and Zoning Board. The proposal, submitted by AYPA Power, sought an exception to permit industrial development for a solar energy facility. The project was set to be constructed on several properties, including the 2300 block of Paul Bellon Road, 3000 block of Goss Road, 4000 block of John Koonce Road, 2000 block of Birdnest Road, 3000 block of Topsy Road, and 4261 Topsy Road.

The Planning and Zoning Board’s decision came after a staff recommendation to grant the request with certain conditions. The staff noted that the development would have minimal impacts, and therefore, suggested that the request be approved with two conditions. Firstly, the development would need to adhere to the site plan on file with the Division of Planning and Development. Secondly, the development would need to comply with the Solar Energy Facilities regulations as outlined in Section 26-99 of the Parish Code of Ordinances.

However, after hearing from several speakers both for and against the proposed solar farm, the Planning and Zoning Board ultimately decided against granting the exception. This decision follows a deferral of action by the board on August 20, 2024. The board’s rejection of the proposal may be seen as a setback for the development of solar energy in Calcasieu Parish.
