Calcasieu Parish Sheriff’s Office Arrests Man for DWI 4th Offense and Other Offenses

From the Calcasieu Parish Sheriff’s Office – On November 3 at approximately 4:30 a.m. a Calcasieu Parish Sheriff’s Office deputy attempted to conduct a traffic stop on a car near the intersection of Highway 90 East and Cappo Road in Lake Charles for a traffic violation. After the deputy activated his lights and siren the driver of the car continued traveling eastbound on Highway 90. The driver continued driving for approximately 2 miles until he pulled into a business on Highway 397.
Once the car was stopped the deputy gave the driver numerous instructions and commands to exit the vehicle and walk backward; which the driver was unable to follow. When the deputy eventually made contact with the driver, Phillip A. Reed, 40, 3113 Admiral King Street, Lake Charles, he smelt an odor of phencyclidine (PCP). The deputy also learned Reed, who has 3 previous DWI arrests, had a suspended driver’s license. Reed was arrested and transported to the Calcasieu Parish Sheriff’s Office for standard field sobriety testing.
While speaking with the deputy, Reed stated he had a little alcohol and took prescription medications. After performing poorly on a standard field sobriety test Reed submitted to breath intoxilyzer testing; which revealed he was not under the influence of alcoholic beverages. The deputy asked Reed to submit to a toxicology blood draw, which he refused. Deputies obtained a warrant to have his blood drawn for a toxicology report; he was then transported to a local hospital. While at the hospital Reed referenced smoking cigarettes dipped in PCP to the deputy.
After hospital personnel collected the blood sample he was transported back to CPSO and booked into the Calcasieu Correctional Center and charged with DWI 4th; resisting an officer by flight; left of center; improper lane use; and driving under suspension for prior DWI. Judge Sharon Wilson set his bond at $52,000 with special conditions being he cannot operate a vehicle without a valid driver’s license and an ignition interlock device.
CPSO Sgt. Chad Quaal was the arresting deputy on this case.
