Jennings, Louisiana - A fatal bicycle crash on U.S. 90 in Jefferson Davis Parish is currently under investigation by the Louisiana State Police Troop D. The incident occurred on September 20, 2024, shortly before 4:00 p.m., near the intersection of Louisiana Highway 1126.

According to the preliminary investigation, 19-year-old Kaleb Istre of Jennings, Louisiana was riding his bicycle westbound on U.S. 90 in the westbound lane of travel. At the same time, a Ram pickup truck, driven by Felton Duhon Jr. of Jennings, was traveling behind Istre in the same direction. For reasons still under investigation, the front of the Ram pickup struck the bicycle from the rear, causing Istre to be ejected from the bike.

Istre, who was not wearing a helmet at the time of the crash, received fatal injuries and died at the scene. Duhon and his passenger were both properly restrained and were not injured. Standard toxicology samples were collected and submitted for analysis.

The Louisiana State Police are urging motorists to exercise caution when passing cyclists. According to Louisiana Revised Statute 32:76.1B, drivers must leave at least three feet of space when overtaking a bicycle moving in the same direction. This safe distance must be maintained until the vehicle has completely passed the cyclist. Ensuring this clearance helps protect cyclists and promotes safer roadways for all.

The "3-Foot Rule," as it is commonly referred to, is an important safety measure that can help prevent crashes like the one that claimed Istre's life. By leaving enough space between their vehicle and the bicycle, drivers can give cyclists the room they need to safely navigate the road.

The investigation into the crash is ongoing, and troopers are working to determine the circumstances surrounding the incident. As the investigation continues, the Louisiana State Police are reminding motorists of the importance of sharing the road safely with cyclists.
