Louisiana Man Arrested After Allegedly Making Terrorizing Threats Against Courthouses and Fighting With Detectives

Caddo Parish, Louisiana – A Louisiana man was arrested after allegedly making terrorizing threats against courthouses and engaging in a physical altercation with detectives.

Sheriff Steve Prator said on May 17, 2023, that detectives with the Caddo Parish Sheriff’s Office (CPSO) had arrested a Shreveport, Louisiana man for allegedly making terroristic threats against Caddo Courthouses.

Authorities said Chad Norris, 44, of Shreveport, Louisiana, was being probed by Sheriff’s detectives after allegedly making several threats against the Caddo Courthouse, the Juvenile Court, claiming he wanted to kill everyone there. Subsequent research revealed that Chad made several harassing and threatening phone calls to the Gingerbread House, Volunteers for Youth Justice, and other Juvenile Justice system components.

On Wednesday, May 5, Sheriff’s detectives Captain Bobby Herring and Sergeant Casey Jones approached Norris at his residence, where he reportedly attempted to enter after being told he was being detained in connection with an ongoing investigation. Norris allegedly attempted to break Sgt. Jones’ arm and leg while being handcuffed, and he elbowed Capt. Herring in the face. He also put Sgt. Jones in a headlock to knock him out. He was eventually subdued, handcuffed, and transferred to the Criminal Investigation Division for questioning.

Investigators acquired and executed a search warrant for Norris’ residence, where they discovered many firearms and body armor.

Norris was taken into custody and booked into the Caddo Correctional Center on one count of Terrorizing, one count of Possession of a Firearm by a Person Convicted of Domestic Battery, two charges of Resisting a Police Officer with Force or Violence, and two counts of Battery of a Police Officer.

Authorities indicated that no bond has been set in the case.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. All persons are presumed innocent until proven guilty.
