Louisiana Man Arrested for Multiple Charges of Alleged Contractor Fraud, Exploitation of the Infirmed, and Other Crimes

Lake Charles, Louisiana – The Calcasieu Parish Sheriff’s Office reported on October 27, 2022, that between July and October 2022, the CPSO and the Contractor Fraud Response Team received multiple complaints about John L. Foreman, 60, of Lake Charles, Louisiana DBA Foreman Construction.

During the investigations, authorities indicated that it was discovered that the victims engaged Foreman to do home repairs and provided upfront payments to Foreman. Foreman did not finish the repairs, and no work has been done at the residences in over 45 days. Detectives also reportedly discovered that Foreman hired subcontractors to finish some of the work but failed to pay them on multiple occasions. It was also determined that the repairs needed on the residences in several of the cases surpassed the threshold of Foreman’s contracting license.

Detectives issued arrest warrants for Foreman after further investigation. He was arrested and booked into the Calcasieu Correctional Center on October 25. He is charged with theft over $25,000, misapplication of contractor payments, three counts of failure to possess the required license for home improvements, theft $5,000 – $25,000, exploitation of the infirmed (due to one of the victims’ age), and three counts of failure to perform any work for 45 days or more. His total bond amount is $225,000.

Detectives Matthew Fast, Allen Cormier, Jr., and Eddie Curol of the Calcasieu Parish Sheriff’s Office are the lead investigators on these cases.

An arrest is an indication that probable cause exists to believe the subject was involved in the offense alleged. A person is innocent until proven guilty beyond a reasonable doubt.
